The most obvious difference between growth and development is about the distribution of income. In a growing economy, income distributions among members of the society, social classes, and regions may distort. In addition, it can be seen a jobless growth problem. Jobless growth problem causes unemployment, uneven income distributions, and other structural problems. It can also be said that this kind of growth reflects the government's choices and decisions. In this paper, for eliminating the jobless growth problem, public policies will be examined for Turkey.
