Özet
As a result of long-standing debates on the government system in Türkiye, the Presidential Government System was adopted through the public referendum held on April 16, 2017. The transition to a new system has brought about significant changes in the central organization of the state administration. Through the reforms introduced, the Presidential organization was restructured to consist of the Presidential office, the Presidency of Administrative Affairs, vice presidents, ministries, offices, Policy Councils, and institutions and organizations affiliated with the Presidency. While the new system has altered the roles of existing public policy actors, it has also introduced new actors into the public policy process. The Policy Councils, which constitute the focus of this study, are among these newly established public policy actors. The Councils have been assigned significant duties and authorities within the public policy process. This article examines the impact of these bodies on the public policy process. Within this framework, the study offers recommendations and assessments aimed at enhancing the effectiveness of the Policy Councils in accordance with the duties and authorities assigned to them.
