Abstract

During Turkish War of Independence, a number of state administration bills were drawn up compliant with the structure of Teşkilat-i Esasiye Kanunu (The 1921 Constitution. However none of them could pass into law. Among those bills were Bill on Special Provincial Administrations and Bill on Administration of Villages and Towns. Apart from these bills, the bill related to general inspectorates, which was stipu-lated by the 1921 Constitution, failed to pass into law as well. This study will attempt to examine Populist Declaration of Independence, Teşkilat-i Esasiye Kanunu and the bills that could not been enacted during Turkish war of independence.
