The article, evaluates the political, cultural, religious and social structure between the Ottoman and Safawid states. And the two structures are explained with a focusing on the war between the commanders of the both states in Dede Qargin Area. This war was a cultural, political and religious line and a breaking point between them. As a result, after the war many communities in Dede Qargin shrine area migrated to the Safawid region, and Ottoman borders were more widened. Actually, Dede Qargin area stands for a settled political, religious and cultural structure. And the case shows the claims of both states about each other or about theirselves. That is to say, the paper assesses that the ideology of the both states was of a religious character, and religion was tranformed to a political propaganda item.
