This importance is given to the community, group and, in some cases to individuals is included in the text of the Convention as well as in the support texts created to benefit from the implementation phase, such as the Operational Directive and the Ethical Principles. Moreover, one of the conditions that must be fulfilled by the State Party concerned is the participation of the community in the heritage conservation process in order to an element is to be inscribed in the Representative List of the Intangible Cultural Heritage of Humanity and List of Intangible Cultural Heritage in Need of Urgent Safeguard created under the Convention. It is one of the indispensable criteria for both lists that any element, community, group, or individuals are nominated by the widest possible participation and free and pre-informed consent. This perspective based human of Convention seems to be complete and complementary however, it is controversial whether or not this is valid at the implementation stage of the Convention. The blurring of issues such as the application of the relevant criteria in the listing of the elements nominated for the two lists listed, the importance of the participation of the community in the inter-item element transfers, the consent of the community, the groups and individuals in the elimination of an element from the list, the objections from the civil society to the list, the questioning of the implementation of the Convention. it is. In this article, the attention of the Convention on the Protection of the Intangible Cultural Heritage was examined with the examples given on the Intangible Cultural Heritage List of Humanity and the List of Intangible Cultural Heritage in Need of Urgent Safeguard and the relationship between the implementation and the Convention was discussed.
