Abstract

The rapid digitalization of judicial systems has fundamentally reshaped the functioning of courts and the professional competencies required in the legal field. In Türkiye, the National Judiciary Informatics System (Ulusal Yargı Ağı Bilişim Sistemi – UYAP) constitutes the backbone of the country's e-justice infrastructure and represents one of the most comprehensive justice information systems in practice. This presentation examines the development, scope, and operational structure of UYAP, and evaluates its future potential from the perspective of legal practice and legal education, with particular attention to cases involving a foreign element.

Developed as part of Türkiye's broader e-Government and e- Transformation initiatives, UYAP integrates judicial institutions, prosecution offices, enforcement authorities, lawyers, citizens, and numerous public bodies into a unified digital environment. The system enables paperless proceedings, electronic case management, e-notification, online hearings, and extensive inter-institutional data exchange. Key components such as SEGBİS (audio and video information system), e-trials, and UYAP portals for attorneys, citizens, and mediators have significantly increased procedural efficiency, transparency, and access to justice.

Cross-Border Cases

The presentation highlights the particular relevance of UYAP for cases with foreign elements, including cross-border litigation, international cooperation, hearings involving foreign witnesses, and data concerning non-citizens.

Digital Infrastructure

The availability of international video conferencing, electronic document exchange, and integrated information systems demonstrates UYAP's potential to facilitate transnational judicial processes while reducing cost and delay.

Legal Education

The presentation argues that the growing reliance on digital justice systems necessitates a transformation in legal education and professional training.

Familiarity with e-justice platforms, digital literacy, and technology-oriented procedural knowledge are no longer optional but essential competencies for future legal professionals. In this context, UYAP serves not only as a technological infrastructure but also as a key reference point for rethinking the future of legal education and the legal profession.
