维吾尔族农民工在京、津两地生活适应的调查 (A survey of Uyghur forced labourers' adaptation to life in Beijing and Tianjin)

Abstract

In recent years, the Xinjiang Uygur Autonomous Region has been actively promoting the transfer of rural labour surplus both within and outside the region. Uygur migrant workers now employed outside Xinjiang have become a focal point for both domestic and international media. Preliminary investigations into the living and working conditions of Uyghur migrant workers in cities such as Beijing and Tianjin reveal that their circumstances are neither as flourishing nor as dire as portrayed by domestic and international media. In order to ensure the continued and healthy development of labour transfer initiatives in regions beyond Xinjiang, it is imperative that the government provides reasonable and lawful guidance to ensure the protection of the legitimate rights and interests of Uyghur migrant workers, whilst also fostering their active participation in the process of labour transfer. It is only through such measures that the original objectives of labour transfer can be fully realised.

近几年来,新疆维吾尔自治区在全区大力推进农村富余劳动力的疆内和疆外转移,目前转移到疆外的维吾尔族农民工已成为国内外媒体关注的焦点。通过对北京、天津等城市务工维吾尔族农民工生活和工作情况的初步调查,内地维吾尔族农民工的工作及生活状况并非像国内外媒体所报道的那样,既非欣欣向荣,也非惨不忍睹。要保证疆外劳动力转移工作的持续健康发展,就必须在政府合理合法的引导下,保障维吾尔族农民工合法权益,发挥农民工在劳动力转移工作中的积极性。只有如此,劳动力转移工作的初衷才能得以实现。
