1919’da Sabiha Sertel’in “Artık hürriyet mahdut bir
zümreye tahsis edilemez ve erkeklerin mümessillerinden mürekkep bir Meclis
artık memleketi temsil edemez,” (Toprak,1998:7) demesinin üzerinden 100 yıldan
fazla geçmişken kelimeleri yeni nesiller için daha kolay anlaşılır hale
getirerek aynı cümleyle bu çalışmaya başlamak günümüz şartları için bile mümkün
görünmektedir. Yüzyıl boyunca hem ulusal düzeyde hem de yerel düzeyde
kadınların siyasal hayatta temsilinin önemi birçok çalışmada dile getirilmiş ve
yeterli düzeyde olmadığına yönelik tespitler ortaya konmuştur. Tüm kesimlerin
dâhil olduğu bir siyasal süreç yerel demokrasinin temel koşullarından biridir.
Bu bağlamda tüm kenttaşların yerel siyaset sürecine dahil edilmesi
gerekmektedir. Kadın temsilinin yeterli düzeyde olmadığı bir yerel yönetim
sisteminde yerel demokrasinin ve demokratikleşmenin tam anlamı ile sağlandığı
söylenebilir mi? Bu çalışmada seçmenlerin %50,7’sinin kadın olduğu 31 Mart 2019
Yerel Seçimleri sürecinde, kadınların yerel siyasetteki temsili önceki
dönemlerle karşılaştırılarak değerlendirilmeye çalışılacaktır. Yıllardır tekrar
edilen kalıplaşmış cümleler, aday belirleme sürecinden başlayarak bu seçim süreci
için de ne yazık ki geçerliliğini korumaktadır. Genel siyasete hâkim olan bakış
açısının yerel düzeyde de varlığını sürdürmesi şaşırtıcı olmamakla birlikte
sürekli önemine dikkat çekilmek istenmesine rağmen kadınların özellikle yerel
siyasette temsilindeki sınırlılıkların artık kanıksandığı söylenebilir.

Yerel Seçimlerinde Kadınların Temsili
As it has been over 100 years since Sabiha Sertel
said in 1919 that ‘‘Freedom can no longer be allocated to a limited clan, and a
parliament composed of men's representatives can no longer represent the
country,’’ (Toprak, 1998:7) it is possible to start this work with the same
sentence by making the words easier for the new generations to understand. The
importance of the representation of women in political life both at national
and local level throughout the century has been expressed in many studies and
the determinations concerning the insufficiency of it have been revealed. A political process involving all sectors is
one of the basic conditions of local democracy. In this context, all citizens
should be included in the local political process. Is it possible to say that
local democracy and democratization are fully ensured in a local administration
system where women's representation is not sufficient? In this study, the representation
of women in local politics during the 31st March 2019 Local Elections process,
in which 50.7% of the voters are women, will be tried to be evaluated by being
compared with previous periods. The stereotyped sentences, which have been
repeated for many years, unfortunately remain valid for this election process
starting from the candidate selection process. Although it is not surprising
that the perspectives that prevail in general politics continue to exist at the
local level, it can be said that the limitations on the representation of women
in local politics have become commonplace, despite to the desire to draw
attention to its continuous importance.
