Savunma sanayii, ülkelerin güvenlik ihtiyaçlarını karşılamaya yönelik savunma araçlarının üretim ve hizmet çalışmalarının yürütüldüğü endüstriyel bir sektördür. Küresel anlamda etki meydana getiren terör olayları ve uluslararası alanda yaşanan sorunlar, ülkelerin savunma alanındaki statülerini ortaya koyarak alandaki olaylara ne kadar önem vermeleri gerektiğini ortaya koymuştur. Dünyada artan savaş olayları, ülkeler arasındaki anlaşmazlıklar, gerilimler ve devam eden soğuk savaşlar nedeniyle savunma sanayiinin önemi her geçen gün artmaktadır.
Bu çalışmanın amacı, Türkiye’de savunma sanayiinin tarihsel gelişimi, Türkiye ekonomisindeki yeri ve girdi çıktı analizi ile ileri ve geri bağlantı etkilerini ortaya koymaktır. Bu kapsamda çalışmada, savunma sanayiinin gelişimi, Savunma Sanayii İmalatçılar Derneği verileri ile sektörün ekonomik performansı, Türkiye ekonomisindeki ölçeği ve Türkiye İstatistik Kurumu (TÜİK) tarafından en son 2012 yılında yayınlanmış olan girdi-çıktı tablosundan faydalanarak girdi çıktı analizi yapılmıştır. Savunma sanayii, geçmişten bugüne büyük bir değişim yaşamış olup özellikle Sanayi devrimi ile başlayan büyük değişim sonrasında savunma sanayii, silah üretiminden kara, hava ve deniz olmak üzere her alanda yeni nesil ürünleri üretebilen bir konuma gelmiştir. Savunma Sanayii sektörü günümüzde dış fazla veren önemli bir sektör konumundadır. 2022 yılında 4.396 milyon dolar ihracat, 2.700 milyon dolar ithalat gerçekleşmiştir. Bu sektör bünyesinde 81.132 kişi çalışmakta olup büyük bir istihdam olanağı yaratmaktadır. Sektörün geri bağlantı etkisine bakıldığında en çok etkiye sahip birinci sektörün yaklaşık 4,2 milyon TL ile güvenlik ve soruşturma hizmetleri, bina ve çevre düzenleme (peyzaj) hizmetleri, büro yönetimi, büro destek ve diğer iş destek hizmetleri sektörü olduğu görülmüş ve bu rakam savunma sanayiinin en çok ara malı girdisinin olduğu sektörün parasal değerini ifade etmektedir.
The defense industry is an industrial sector where production and service activities of defense vehicles are carried out to meet the security needs of countries. It has revealed how much importance should be given to the activities in the field by revealing the status of the countries in the field of defense together with the terrorist incidents that have a global impact and the problems experienced in the international arena. The importance of the defense industry is increasing day by day due to the increasing war events in the world, the conflicts and tensions between the countries and the ongoing cold wars.
The aim of this study is to reveal the historical development of the defense industry in Turkey, its place in the Turkish economy, input-output analysis and forward and backward linkage effects. In this context, an input-output analysis has been made by using the development of the defense industry, the data of the Defense Industry Manufacturers Association and the economic performance of the sector, its scale in the Turkish economy, and the input-output table published by Turkish Statistical Institute (TURKSTAT - TÜİK) in 2012. The defense industry has undergone a great change from past to present. The great change that started with the industrial revolution has brought the defense industry to a position that can produce new generation products in every field, from weapon production to land, air and sea. The Defense Industry sector is an important sector with a foreign surplus. In 2022, 4.396 million dollars of exports and 2.700 millions of imports were realized. 81.132 people work in this sector and it creates a great employment opportunity. When the backlink effect of the sector is examined, it is seen that the first sector with the most impact is security and investigation services, building and landscaping services, office management, office support and other business support services sector with approximately 4.2 million TL. It expresses the monetary value of the sector with the most intermediate goods input.
