Özet

The concept of youth welfare has become increasingly central within the social policy agendas of modern societies. Supporting young people in areas such as education, employment, social participation, and cultural life is regarded not only as a matter of individual well-being but also as a fundamental component of social cohesion. In Türkiye, the development of youth welfare policies has historically been shaped through state-led institutional arrangements and legal frameworks. For instance, the Regulation on City Councils No. 10687 (Ministry of Interior, 2006/2023) and the Decree Law No. 1079 on the Organization and Duties of the Ministry of Youth and Sports (2011) form the institutional infrastructure of youth policies and regulate young people’s participation in decision-making processes and their access to services. These regulations reflect that youth welfare in Türkiye is largely constructed through a state-centered and top-down policy approach.
